In accordance with the Free Trade Agreement between the Government of the Peoples Republic of China and the Government of New Zealand (hereinafter referred to asAgreement), China is to implement special safeguard measures on agricultural products originating in New Zealand under twelve Headings. By January 10, 2017, the quantity of declared imports of butter and other fats and oils subject to special safeguard measures (Tariff Items:04051000 and04059000) has reached 15,387 tons, exceeding the trigger level of 14,582 tons subject to special safeguard measures for 2017. Therefore, from January 11, 2017, import duties are levied at the most-favored nation tariff rates on butter and other fats and oils originating in New Zealand and imported under the Agreement. The application of tariff rates and other relevant matters of in-transit agricultural products shall be governed by the provisions of  Announcement No.91 [2008] of the General Administration of the Peoples Republic of China.
